Bogue Banks (NC) Beach Nourishment Project
Phases 1 & 2
Pine Knoll Shores, Indian Beach and Emerald Isle.
CSE engineered one of the largest locally funded beach nourishment projects. Over 3.6 million cubic yards were pumped from ocean borrow areas to restore 12.5 miles along three towns on Bogue Banks (NC). This is the majority of a planned 16.8-mile nourishment project initiated by Carteret County (www.carteret.com) in 1999. The project is being funded under special tax districts. Over 50 percent of the project will be paid for by oceanfront property owners who have borne most of the erosion damage during Hurricanes Bertha (1961), Fran (1996), Bonnie (1998), Dennis (1999), and Floyd (1999).
CSE's initial erosion assessment study in September 1999 confirmed low historical erosion rates for the island despite five hurricanes impacting in quick succession. Detailed surveys by CSE quantified the sand deficit compared with healthy beach areas along the island. In September 2000, CSE was authorized to proceed with surveys, permitting, and final design of Phase 1, sponsored by the towns of Pine Knoll Shores and Indian Beach. Federal and state permits were obtained in October 2001 just in time for start of construction in late November.
Phase 1 was constructed by Great Lakes Dredge & Dock Company (www.gldd.com) using two hopper dredges. Nourishment sediments were obtained from three borrow areas situated 0.5 to 3 miles offshore. CSE confirmed the borrow sediments based on nearly 200 borings by in-house divers and a subcontractor, Athena Technologies Inc (Columbia SC).
Phase 2 was constructed by Weeks Marine, Inc. using two hopper dredges and one cutterhead dredge. Dredging and fill placement for this 1.8 million cubic yard project began 14 January 2003 and was completed by March 31.
